Viewpoints of Parliamentary Factions on NA Draft Statement

At December 2 NA extraordinary sitting, the parliament debated the issue the RA NA Statement Related to November 8, 2022 of Parliament of Azerbaijan authored by the Armenia Faction.

The representatives of the NA Factions gave speeches on the draft. On behalf of the NA With Honor Faction Tigran Abrahamyan took the floor. The Secretary of the Faction touched upon the situation formed today around Armenia and Artsakh. The deputy considered concerning the information, campaigning, diplomatic and military preparations. “Evidently, the probability of resuming the military actions has abruptly increased, and in this situation it is important to understand what the state does,” the speaker underlined.

Armen Rustamyan presented the viewpoint of the NA Armenia Faction. The Secretary of the Faction welcomed the holding of the sitting which shows that it is important and necessary. According to the deputy, in created situation the Statement should meet three main demands: adequate counteraction to the statement of the Milli Majlis of Azerbaijan, be more radical, complete and full than the foreign colleagues’ response, comply with the positions and approaches expressed by the people of the Republic of Armenia and the Artsakh Republic. “The proposals made by the Civil Contract Faction give an opportunity to reveal the goals and the adopted approaches persecuted by the authorities on the most important issues of national importance,” Armen Rustamyan underlined.

“The Statement presented by you contained such provisions, which could damage the Republic of Armenia and the Artsakh Republic. We, as a power, bear responsibility to carry out actions that will provide the security of the Republic of Armenia, the Armenian people and the Armenians of Artsakh,” presenting the viewpoint of the Civil Contract Faction said the Head of the Faction Hayk Konjoryan. “The proper addressing of the rights and security of the Artsakh Armenians is a key issue for us in order to find such international mechanisms which will enable us to carry out a dialogue between Baku and Stepanakert, our efforts are aimed at refraining Artsakh and Armenia from any kind of military escalation and provocations, and all our actions stem from this starting point,” Hayk Konjoryan added, noticing that the opposition presented the draft statement for internal political reasons.

Hayk Konjoryan informed that the Civil Contract Faction will not take part in the voting of the Statement.

In their concluding speeches the Head of the NA Standing Committee on Foreign Relations Eduard Aghajanyan and the key rapporteur of the draft Andranik Tevanyan touched upon their colleagues’ viewpoints and gave clarifications.

As a result of voting, the draft was not adopted. The Civil Contract Faction did not take part in the voting. 31 deputies voted in favour of it.

The parliament ended the work of the extraordinary sitting.
